Western Washington University has agreed to pay $1.8 million to settle a long-running legal dispute with Ebenal General Inc. over its Buchanan Towers project.
But the money isn't being paid to the contracting company or its owner, David Ebenal. It goes to Safeco Insurance Co., which provided the bonding - a form of insurance - to guarantee completion of the project and payment of subcontractors and suppliers.

Washington’s revenue forecaster said today that state government can expect to receive $95.7 million more than predicted in the November forecast. But state budget director Marty Brown said the real net gain is $45 million, because legislation adopted in December drove more than half of the gain.

By contrast, the recent caseload forecast showed lower demand for services, which is providing a larger, $330 million gain on the state’s balance sheet through June 2013. [Update clarifies it is $330 million.]

Washington's budget shortfall is down to $500 million as the economy shows signs of stabilizing and people rely less on state services, according to new numbers released Thursday.
The state's Economic and Revenue Forecast Council released its revised outlooks as lawmakers prepared to roll out budget proposals. The numbers show $96 million in extra revenue, which comes in addition to about $340 million in newly expected savings from less reliance on state services. The Legislature had been looking at a roughly $1 billion shortfall.

Republicans and Democrats merged closer on tax policy Wednesday as they began to formulate solutions on the state's budget shortfall.
House Republican Leader Richard Debolt said for the first time that they are willing to support a repeal of a tax break for banks, something GOP lawmakers opposed just last year. Debolt said they examined the role the exemptions play in the state and found, "It is not in the best interest of the state of Washington to pursue this anymore."
Also, legislative auditors say there's no sign the exemptions are helping homeowners.
