Each week, The Bellingham Herald takes a closer look at an ongoing construction project or business in Whatcom County. This week: A new apartment building on Jersey Street.

What is happening? Two eight-unit apartment buildings will soon be built on Jersey Street across from St. Joseph hospital's South Campus. Crews have already started site prep work and within a couple days, after the final permits come through, crews will start pouring concrete, said Mike Hays, a broker and owner of EXIT Realty and developer of the project.

Flashing forward now, instead of back, if you haven't heard of Lily Caster, it's time you did. Lily and her parents are resident caretakers at our SPCA on Monterey-Salinas Highway. She is a freshman at Hallmark Charter school in Prunedale, 14, she says, and almost 15. Lily is diabetic, and not in the same breath, loaded with energy,enthusiasm, and charm.

A few weeks ago, picking up Molly, my golden retriever at the vet's office, I noticed some ugly but very nutritious looking dog biscuits, available at 10 bucks a bag.

Western Washington University's Sarah Porter broke her own school record set last season by nearly 27 seconds as she placed fourth in the women's 5,000 meters with a NCAA Division II automatic qualifying time of 15:57.02 on Friday, April 15, at the 53rd Annual Mt. SAC Relays being held at Hilmer Lodge Stadium at Walnut, Calif.

Porter's time is the second-best nationally this season. She placed third at nationals in 2010 and seventh in 2009.

IN February, Noah Fradin turned 18 — finally. It’s a relief, he says, that he no longer needs his mom to co-sign the nondisclosure agreements and other documents related to his plan to change the world.

Noah Fradin, 18, runs his company, CherryCard, out of his bedroom. It lets retailers give customers a voucher for 25 cents, to go to various charities.

Mr. Fradin, a high school senior and budding entrepreneur who lives in Studio City, Calif., is the creator of CherryCard.org, a new Internet start-up that seeks to make it easy for consumers to give money to the charities of their choice.

VOTERS told state lawmakers in no uncertain terms last fall to learn to live within their means. No new taxes. No funny stuff. Make it work.

Framing the budget for the two years beginning July 1, 2011, therefore, is the challenge from hell.

By passing Initiative 1053 — no tax increases without a two-thirds vote of both houses or a public vote — the voters put the Legislature in a box.

The problem with the budget this year is that there is no more emergency federal money. The state budget must balance within its own funds.

When former Western Washington University standout pitcher Jackie Evanson was busy rewriting the school's softball record books she didn't give much thought to the longevity of those records or to who might break them one day.

Four years later many of those marks have either been erased or are teetering on the verge of it. And Evanson has her little sister, Erika Quint, to thank for it.

Not only is Quint breaking most of those records set by Evanson just a few seasons ago, she's crushing them. And don't think Evanson isn't hearing all about it.

Western Washington University had two event winners, Sierra Brisky in the women's 10,000 meters (39:14.7) and Erin Philbeck in the women's 5,000 (19:44.37), as the Vikings placed fourth among 12 teams in both the men's and women's divisions Saturday, April 16, at the Central Washington University Spike Arlt Track and Field Invitational.

Host Central placed first in both divisions. It was a reduced squad representing the Vikings, who sent a large contingent of athletes to compete in three southern California meets on Thursday and Friday.

Katherine Kelley, University of Rhode Island assistant professor of oceanography, will give the talk as part of a lecture series organized by the College of Sciences and Technology.

Steve Clarke, popular principal of Bellingham High School, is leaving the school this summer.

But he won't be going far - less than a mile to the Bellingham School District's central office.

Starting July 1, Clarke will become the new executive director of teaching and learning. And while he's going to miss working with students at Bellingham High, he's excited to be able to positively influence students across the district.
