Medical Flexible Spending Arrangement (FSA)/Dependent Care Assistance Program (DCAP) Update

As a result of the COVID-19 pandemic, the Health Care Authority has extended the 2019 claim submission deadlines. Employees enrolled in a Medical FSA or DCAP in 2019 and have an unclaimed balance left, will receive direct communication from Navia about the extension.

2019 Medical FSA and DCAP

The deadline to submit claims for the 2019 plan year has been extended to May 15, 2020.

Medical FSA – Employees must have incurred eligible expenses by March 15, 2020 (the grace period). Navia Benefit Solutions must receive employee claims no later than May 15, 2020.

DCAP – Employees must have incurred eligible expenses by December 31, 2019 (there is no grace period for DCAP). Navia Benefit Solutions must receive employee claims no later May 15, 2020.

HCA is evaluating options to potentially allow changes in FSA and DCAP for the current 2020 plan year.
