Whatcom County Council candidates Jean Melious and Tony Larson say electing them would be good for business.

But the candidates for the nonpartisan District 1 seat offer voters a choice between different views of governing.

Larson says county government is regulating families and businesses “into poverty” and that elected officials need to be more mindful of how their decisions affect the public.

Melious says responsible long-term planning will protect the region’s quality of life and rural character, keep taxes lower by preventing sprawl, and provide stability to businesses.

Todd Donovan, a political science professor at Western Washington University, questioned if the decision by Koster's campaign could backfire.

Most televised debates aren't heavily watched and the people who do tune in usually have already made up their minds, he said. Now, rather than coverage of a debate most people wouldn't have noticed, everyone is talking about how Koster pulled out, he said.

Enrollment is up again this fall at Washington's public universities, despite cuts in state dollars to support their operations.

Part of the enrollment jump comes from an intentional increase in out-of-state students, who give a university a financial boost through the much higher tuition they pay.

The University of Washington, for example, has about 160 more freshmen this fall - all from outside Washington state or the country. The increase in out-of-state students was intended to help prevent cuts in in-state enrollment and university programs, said Philip A. Ballinger, assistant vice president for enrollment, admissions.

Local bicycle shops are offering a 10 percent discount on bike lights until Nov. 30, during "See and Be Seen," a community education campaign to increase the use of bike lights and promote safe night riding.

"Bicyclists put themselves, pedestrians and motorists at risk when they ride at night without lights," said Kim Brown, transportation options coordinator with Bellingham Public Works. "Bike lights help cyclists see the road or trail ahead and make them visible to others."
